By giving Copibec authority to manage your rights, you can benefit from many advantages such as the following:

  • Defend your interests more effectively with various groups of users of copyright protected works, including those in other countries.
  • Control the use of your works and ensure a balance between the interests of copyright owners and users. As a one-stop service giving users access to an extensive repertoire, Copibec enhances the ability of authors and publishers to negotiate and control the use of their works.
  • Receive lump sum (repertoire) payments about every two years.
  • Ensure that Copibec intervenes on your behalf with users and takes appropriate legal action if any of your works are copied without permission.
  • Ask Copibec to act as intermediary in negotiating the reproduction and publication of excerpts from books, newspapers or periodicals as part of new works. For example, Copibec is frequently involved in negotiating reproduction and publication rights for anthologies.
  • Obtain advice from Copibec’s team of collective licensing specialists.

Only the copyright owner (author or publisher, as applicable) can give Copibec the authority to manage the reproduction rights for a work and finalize its registration.

Types of Works that can be registered

You can register the following types of works with Copibec:

  • Books
  • CD liner notes
  • CD-ROMs
  • Dramatic works (plays)
  • Microfiches
  • Newspapers
  • Periodicals (magazines)
  • Sheet music collections

Publishers who register with Copibec are asked provide all the bibliographic data concerning the books in their publications catalogue.

They should also provide information on the authors so that Copibec can later pay royalties to them for the reproduction of their works.

All periodical and newspaper publishers can also register their works.


Several times a year, registered publishers receive royalty (licence fee) payments from Copibec for the reproduction of their works.

Each payment includes a detailed report that indicates the number of copies reported per work, the results of surveys of various user groups (e.g. elementary and high schools) or the analysis of users’ detailed copy logs (e.g. universities).


Approximately 260,000 copy logs are analyzed by Copibec on an annual basis.

Users who exceed their authorized limits are automatically billed. Copibec ensures that copying limits are respected and that copy logs are accurate by purchasing documents (coursepacks, etc.) prepared by licensees.

Investigations of certain users or user groups are also carried out with a view to identifying copyright and intellectual property right infringements and taking any necessary legal action.
